Your Tohatsu outboard needs to be a 25 HP or larger 4 stroke outboard built in 2014 or newer.  25 and 30 HP 4 strokes built prior to 2022 need the extra adapter cable for their ECU.  25 and 30 HP 4 strokes built between 2022 and 2023 may, or may not, need this extra cable.

How to check if your 2022 or 2023 Tohatsu 25 or 30 HP requires this extra cable

The section from here to the bottom of this page applies ONLY to Owners of Tohatsu 25 and 30 HP outboards which were built in 2023 or before.

Your ECU is on the port side of your outboard.  The ECU has two multi-wire connectors on it.  They are vertical and facing forward.  The top one has 18 wire positions, and if it has a wire harness connected to it already, like shown in the photo below, you do not need the additional cable.  If this top connector position does NOT have a wire harness connected to it, this ECU connector will be empty, and covered with a protector cap.  In this case, you will need the additional 25 and 30 HP cable.
